  • An Bord Pleanála decided to refuse permission for the constuction of a licensed discount food store after a detailed objection was lodged to the Bord on behalf of the residents association and further observations by residents and local politicians and businesses. Details of the decision can be found on the Bord's website here.

10th March 2011
  • The residents association have lodged a submission to An Bord Pleanála regarding the response from Helsingor Limited to our original appeal. The latest submission to the Bord have been attached here.

  • The Residents Association have submitted an appeal to An Bord Pleanála regarding the recent decision by Fingal County Council to grant permission to the discount foodstore within Myrtle estate. The grounds for the appeal have been attached here.
  • The original decision by Fingal County Council to request further information from the applicant is also attached here. This decision includes an original recommendation from a Senior Executive Planner within Fingal County Council to refuse permission, but this recommendation was ignored and Fingal County Council still proceeded with granting permission. This original recommendation forms part of the Residents Association's appeal.

  • The Residents Association is aware that NCPS not been patrolling Red Arches and have contacted Wyse and NCPS about this numerous times. We are currently working on getting this situation rectified.

  • Both WYSE and The Coast Residents Association have been receiving numerous complaints about the way clamping has been implemented in The Coast over recent weeks. The main bone of contention seems to be the fact that you would have to pay for visitors passes and NCPS can control the amount of visitors you receive. The Coast Residents Association Committee was appalled by this and we had a special meeting to discuss this matter. The Coast Residents Association Committee subsequently lobbied WYSE and NCPS on behalf of the Coast residents to resolve the poorly implemented parking/clamping plan, where many of our suggestions at the outset had been ignored. Clamping is here to stay; there is nothing we can do about that. The Coast Residents Association has worked hard behind the scenes for the past four months to make sure whatever was implemented was fair. Unlike most other estates, we have had some opportunity to raise concerns and make suggestions. Unfortunately many of these concerns have not been dealt with and we are very unhappy with parking permits/charges being possibly brought in. Clamping, as decided by WYSE, is a health and safety requirement and it has really improved parking habits in The Coast. However, the competition for parking spaces was not as great as was anticipated before the DART station opened, so some changes can be considered with regard to competition for parking spaces. After intervening on your behalf and raising these concerns over permits and parking, NCPS are now going to do away with permits altogether for the foreseeable future. This will be reviewed after a three month trial period to see if this is working. Clamping will still be in operation and anyone who parks in someone else's space or anywhere that parking is prohibited still runs the risk of being clamped. However if you and your visitors park correctly, they will not be clamped. We have continued to demand better signage be introduced in ambiguous areas and WYSE have raised this concern with NCPS on more than one occasion. We are still waiting for this new signage to be implemented. WYSE will be alerting all residents of this new system and the date of its implementation shortly. I hope that every resident appreciates that The Coast Residents Association have worked tirelessly to resolve the parking/clamping/permit situation. Having two bodies to deal with (WYSE and NCPS) has only complicated matters and affected the timeline in getting issues resolved to our satisfaction. We hope that our demands will be met and further failure by NCPS to follow the guidelines we outlined from the outset four months ago will be resolved in the near future.

Urgent Notice to All Residents

A planning application was erected on Grange Road (beside Grange Builder Providers) on 22 April 2010 on behalf of Helsingor Limited (see attached PDF documents below)

The planning application is for the following:
 "Permission to construct a Licensed Discount Food Store with gross floor area of 1666m² (1274m² net retail area). The development also includes the repositioning of an existing temporary illuminated site advertising structure, provision of 1 No. freestanding pole-mounted illuminated sign, 2 no. building-mounted illuminated signs, surface-level car parking, new footpath to south side of Myrtle Road, associated site works above and below ground, landscaping and boundary treatment on site."

The Planning Permission Application Reference is F10A/0152 and is available on Fingal County Council's Planning Section of their website.

 It seems the application is in reference to a Lidl or an Aldi

A member of the RA Committee is attending Fingal County Council's office this week to obtain further details of this application together with any plans which may be available for this planning application. If any further information is available we will post it on our website www.thecoastresidents.ie .

 The Residents Committee will be strongly objecting to this application on a number of grounds to include:

  • Aesthetics of a store of this size in our development - approximately 18,000 sq ft;
  • The inconvenience and nuisance of the location of this store for residents;
  • The unsuitability of our roads to sustain an increase in traffic together with insufficient traffic management plans being in place and further traffic congestion;
  • Increased security concerns for all residents;
  • Disruption to all residents in the development;
  • Increased refuse disposal and littering in our development;
  • No demand or need for another food store given the proximity of Dunnes, Superquinn, Lidl and Tesco;
  • Inadequate parking within the development currently, any increase in demand for our parking spaces is not sustainable;
  • Noise pollution;
  • Alcohol and anti-social behaviour as this proposed development is to be a licenced property;
  • Noise and nuisance levels will increase dramatically if residents have to endure early morning and late deliveries together with constant streams of customers to the store;
  • privacy and security; and our development is a highly residential area and this should be respected;

 

How to object? Anybody can lodge their comments on a Planning Application.  This must be done within five weeks of the date the application was lodged with Fingal County Council. Therefore, it is imperative that all objections are lodged with Fingal County Council by 26th May 2010. All objections must also be accompanied by the €20 fee as required by the Department of the Environment and Local Government.

 You might also note that all submissions/ observations/ objections are published on Fingal County Council's website and information such as personal telephone numbers & email addresses should not be included as part of your submission/ observation.

 The more individual objections received by residents, the stronger our position in having this planning application rejected.

 We would appreciate all of your support on this and would ask all residents to strongly consider lodging an objection with Fingal County Council.

 In any event, we will keep you updated on this if and when further information comes to hand.

Wyse Management have advised us that the letter giving notice of the imminent introduction of clamping will be sent out in the post tomorrow 14th April 2010 to all residents. It is expected that from Monday the 19th April ( in conjunction with the Official Opening of the new Dart Station at Clongriffin) there will be a 2 week period where cars parked illegally will get a warning sticker indicating that they are parked illegally. Clamping will be in full operation 2 weeks after this. NCPS will be erecting signage throughout the estate this week indicating that clamping is in effect.
 
The Residents Association has been working hard to claw back some extra spaces in arears around the estate that are wide enough to park cars safely and at the same time not impeeding Emergency Services vehicles.
 
These additional areas of parking will be on a first come first served basis for Residents and will be cleary signed by NCPS.
A map of the estate showing these areas will be put up on the website in due course.
 
It is the responsability of all residents to park in their own designated parking space(s) either above ground or in the underground car parks.
 
It is also the responsability of Residents to adhere to road traffic safety, particularily around the one way streets in operation in the estate. Failing to do so is in breach of the Road Traffic Act.

The Coast Residents Association would like to clarify it's position with regard to Parking & Clamping issues related to The Coast, both Red Arches & Myrtle. The Coast Residents Association had recently been offered the opportunity to review what parking decisions were being made within the estate, prior to the DART station being opened. We have recently completed a walk around the estate to review additional potential parking areas and suggested additional parking spots.

We just want to make sure that a plan is not introduced without full residentconsultation prior to it's implementation. We have worked tirelessly on behalf of residents to make sure that we do not wake up one morning and find some policy has been introduced without residents input. Without this consultation process, our alternatives would be a lot more severe such as park in your agreed spot and nowhere else as it is in other estates.
 
EVERY RESIDENT will get a written letter from WYSE outlining the plan and maps. The initial phase will be introduced and potential issues can be worked through during the implementation phase.

  • Traffic Management Plan: 
    • A new Traffic Management Plan is currently being implemented. All car spaces have been marked and street signs have been erected in Myrtle. Particular attention should be drawn to the one way streets located between Talavera House and Myrtle House and Boyd House and Morrow House). 
    • Cars going down these roads the wrong way are committing a road traffic offence and are not insured in the event of a collision!!
  • Boyd carpark: Is now back open and fully operational
  • All pot holes in the estate have been filled
  • All road signs have been completed

Thank you to everyone who has emailed in their comments.
We appreciate that parking is a contentious issue, and will remain so for as long as there are more cars than spaces here.
Unfortunately, this situation has been inheirited, as a result of Fingal County Council's planning guidelines and builders not implementing parking spaces above maximum requirements.

Please be aware that the Residents' Association can only lobby on your behalf, and has no actual input to the decision-making process at The Coast.
Rather, decisions are made by the directors of the Management Company, and implemented by the Management Agent.
However, we have successfully lobbied for a deferral of clamping, as roads and parking spaces were unmarked.

We have been working on parking issues for several months, and most parking spaces are now marked, as are roads and junctions.
However, cars are still being double parked, left on pavements and on junctions.

We urge all residents and their visitors to:
  • park firstly in your allocated space, above ground or in the underground carparks,
  • use a visitor's space, which at present is unmarked
  • park along a roadside, clear of bends and junctions.

The Management Agent will meet with Menolly Homes at the end of this week and he is aware of the many issues here and will bring them up.
In particular, we have asked him to flag the need for double yellow lines, Parker and Stapolin carparks and visitor spaces to be painted, speed ramps and traffic signs to be installed, and for holes in the road surface to be repaired.

The advent of the DART station, and the extra traffic it will attract are a concern for us all.
It is of the upmost importance that we have resolved all outstanding parking and road issues in advance of this.
We can expect that DART station users will seek to park in our development, taking much-needed visitor spaces while not being genuine visitors.
We are also seeking additional unmarked parking along roadways, clear of junctions, to be agreed with the Agent.
Unfortunately, it seems that clamping will be a necessary evil, chiefly for it's deterrant value, and a fair usage policy of visitor spaces may be proposed by the Management Agent.

We will update residents when we get any further information.

Boyd House car park
  • The roller shutter should be closed this evening. The faults on the fire alarm panel are keeping the shutter open and this is due to be repaired after lunch.
  • Works on the Boyd House car park are scheduled to recommence on the 10th August and should take no longer than three weeks.

Highlights of what the Planning and Roads Committee are up to at present:
  • Lobbying Menolly to complete essential elements of the development, ie mark parking spaces, road markings, road signs, and install traffic-calmning measures.
  • Lobbying Menolly to repair the road surfaces in many places where the tarmacadam has been removed.
  • Communicating with the local councillors regarding these issues.
  • Investigating the status of the link road.
  • Persuing enhanced carpark security through possible upgrading of the access systems, in conjunction with the management agent.
  • Communicating with the Management Agent re. parking issues including a successful defferal of clamping in Myrtle after negotiation.
  • Communicating with residents on their varied queries within our remit.

Resources

A presentation on the future of the North Fringe Area (from the coast to the Malahide road) was given to the North Fringe Forum in January 2009. Click here to view it. Some photos of the wild area north of Red Arches (between the coast and the Dart line, south of the Mayne Road) were taken in 2007. It's a mix of abandoned land & building site yet, but someday will make interesting parkland.
